Short Answer: Yes

Expanded Answer: This project is funded through a loan from the State Revolving Fund (SRF). As a condition of the loan, the City of Harrisburg was required to raise sewer rates to ensure proper repayment. The City raised rates incrementally over the past years and implemented the final rates in 2018. Moving forward, minor, 3% increases are planned each year to coincide with inflation.
